A.Q. Khan, celebrated as the Father of the Bomb, was one of the cogs in the making of the nuclear bombs of Pakistan. He also endorsed the car run on a water kit, made by a man from a small town in Sindh, an overnight inventor who became a sensation. It was soon uncovered to be a hoax, causing embarrassment to the country on international media.
The file is a proposal to make a hologram of the nuclear scientist that would be run on the fake water kit.
